Moses, J. R., (2023). “Policy Entrepreneurship: How to Influence a Nation’s Defense Logistics Management System in support of Institutional Capacity Building”. This presentation was in support of the West Africa Logistics Conference hosted by the USAFRICOM J4; sponsored by the African Union (AU) and the Economic Community of West Africa States (ECOWAS) held in Abidjan, Côte d’Ivoire (September 2023). The panel discussion I led focused on how and why partner nation’s should consider professionalizing their logistics corps from a civil-military relations and public administrative perspective, the need for creating logistics governance/authorities in support of executing technical proficiencies, addressing resourcing shortfall and resourcing strategy, the benefits of developing a Defense Logistics Management System that connects a nation’s military to their economic system (public and private) and defense acquisition system, as well as developing readiness reporting to inform senior leaders of logistics issues; based on normative and institutional values.
Moses, J. R., (2022 – Present). Curriculum Developer, NATO Defense Education Enhancement Program, Logistics Reference Curriculum Working Group (LRCWG). In partnership with the Center for Joint Strategic Logistics (CJSL) at the National Defense University (NDU) and the George C. Marshall Center Partnership for Peace (PfP), I serve as an active member of a content development team assembled to develop a comprehensive curriculum document to support logistics education and training efforts at all levels across all the NATO member nations, as well as new potential partners. The LRCWG provides several options on how to organize instructional programs and developmental guidelines for nations to design curriculum and develop institutions that foster and facilitate interoperability with NATO allies, regarding multilateral operations in support of geopolitical alliances.
Moses, J. R., (November 2023 – July 2024). Curriculum Developer, United States Southern Command, Theater Maintenance Partnership Initiative (TMPI). In partnership with academicians and practitioners from the General Rafael Reyes Prieto Colombia National War College (Escuela Superior de Guerra), I led efforts to develop a Multinational Logistics Course to foster interoperability and capabilities among mid to senior level Allied & Partner Nation (A& PN) professionals to improve understanding of various aspects of core logistics functions (Fix, Arm, Move, Sustain, Field Services) at the Strategic, Operational, and Tactical levels of warfare across Multidomain Operational Environments (Land, Sea, Air, Cyber, Space). Special topics addressed in the curriculum design for the Colombian Multinational Logistics Course: National Mobilization & Defense Logistics Management System; Military Innovation/Industrial Revolutions; National Defense Acquisition System (Capability Gaps, Procurement, Funds; Logistics Interdisciplinary Topics & Discussion (Public Administration, Economics, Civil-Military Relations); UN, NATO & Partner Nation (PN) Military Logistics; as well as the Colombia National Logistics Plan Areas of Emphasis, 2022 (Supply Chain Management; Maintenance Management Process; Capabilities Based Planning Model, Research, Development & Innovation; Reverse Logistics; Information System Management (SAP, ERP, LOGFAS); Life Cycle Materiel Management).
